The home provides accommodation in both single and shared rooms spread across 3 floors, and offers care and nursing support to older adults, including people living with dementia and those receiving fast‑track urgent care for rapidly deteriorating conditions at the end of life.

This assessment was carried out to follow up on the 5 breaches of regulation identified at the last inspection. These related to Regulation 9 (Person‑centered care), Regulation 11 (Need for consent), Regulation 12 (Safe care and treatment), Regulation 13 (Safeguarding service users from abuse and improper treatment) and Regulation 17 (Good governance) of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.

However, since our last inspection there had been insufficient improvement and these breaches remained at this inspection.

Whilst the provider had made improvements to the environment with the creation of safe storage for hoists, relocation of a hot water urn and the implementation of fire marshals within the staff team, we found care plans and risk assessments were not always up to date or consistent, and some key information was difficult for staff to access. Safeguarding and incident reporting was not always completed correctly, and learning from incidents was limited. Staff training compliance and medicines management also required improvement which compromised the safety and wellbeing of people living at the service.

Although some quality checks and audits had been introduced, the service frequently failed to follow‑up on actions and was not always effective. Therefore, previously identified issues had not been resolved. The environment was clean, but some significant safety and infection‑control concerns were identified during our inspection.

The provider told us they planned to strengthen their approach by working with a specialist consultant.

Overall, while people and their loved ones told us they experienced caring support from staff, the service must improve its oversight, record‑keeping and safety processes to ensure consistently safe and effective care.

Where CQC decides to take civil or criminal enforcement action against a provider, this information will be published on our website once any representations and/or appeals have been concluded.
