This assessment was completed because we had not inspected this service since 2019 and in response to information of concern we received about the home.

At this inspection we identified 4 breaches of regulations including person centred care, need for consent, premises and equipment and good governance.

We have asked the provider for an action plan in response to the concerns found at this assessment. In instances where CQC has begun a process of regulatory action, we may publish this information on our website after any representations and/or appeals have been concluded, if the action has been taken forward.

The provider did not have effective governance systems in place to ensure the home environment was appropriately maintained, which included fire safety risks. This is also impacted infection control practices as it would be difficult to keep certain areas clean.

Improvements were also required to the way people’s medicines were managed. The feedback we received from people was that there were not always enough staff to care for people safely.

Appropriate systems were not in place to ensure people were able to provide consent to the care they received. Feedback about the quality of food available was poor.

Although people living at the home and relatives told us staff were caring, there were instances where people were not always treated with dignity and respect. We did not see any meaningful activities taking place and observed people sitting for long periods in lounge areas, unstimulated. Staff said their well-being at work was not always good due to certain pressures placed on them by the provider, such as feeling scrutinised on CCTV.

People did not always receive person centred care and some care plans provided limited information about people, including their likes, dislikes and preferences.

The provider’s governance systems were not effective in identifying and rectifying shortfalls in day-to-day practice. Whilst internal audits were carried out by the registered manager, there was limited oversight to ensure those checks were completed or that they were accurate.
