What inspectors found
From the Care Quality Commission's assessment published 31 July 2024 (assessment visit 5 June 2024). Quoted under the Open Government Licence.
Moulsham Home is a 'care home'. People in care homes receive accommodation and nursing or personal care as a single package under one contractual agreement. CQC regulates both the premises and the care provided, and both were looked at during this assessment.

Moulsham provides accommodation, nursing, and personal care for up to 37 people. At the time of the assessment, 26 people were living at the service. The service provides support to people with learning disabilities and dementia. We looked at 9 quality statements in the safe and well led key questions.
We expect health and social care providers to guarantee autistic people and people with a learning disability respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.
Whilst we found some improvements had been made since the previous inspection and some recommendations had been met, other recommendations were not met and improvements were still needed in relations to medicines, risk management, deprivation of liberty safeguard oversight and Governance.
We found a breach of the legal regulations in relation to governance. The oversight of the service was not always effective in assuring the organisation was compliant with regulations.

Safe
No rating
Medicine management required improvement, accident and incident oversight was not always effective as not all accidents or incidents had been reported appropriately to the relevant safeguarding authority or CQC. There was also limited information found when investigating or analysing accident information. Deprivation of liberty application and authorisation oversight was not always effective. The registered manager did report these concerns retrospectively following the assessment. There were enough staff to support people and recruitment processes had improved.

Well-led
No rating
We identified a breach of regulation during this assessment of Well led. Governance and oversight systems were not always effective, and we identified concerns relating to environmental risk, accident and incident oversight, safeguarding concerns not always reported appropriately, medicines and oversight of deprivation of liberty applications and authorisations as described in other areas of this report.
The senior management responded proactively to the concerns identified during this assessment. However, at our previous inspection a recommendation was made for the provider to review their systems and processes for quality assurance to ensure more robust oversight of the service. The quality assurance processes in place were still not effective as shortfalls found during this assessment had not been identified by the provider.
Whilst improvements were needed to ensure effective oversight people, relatives and staff were positive about the way the service was run and the support they received.
