We carried out our on-site assessment on 10 January 2024 and 29 January 2024 ; off site assessment activity started on 12 January 2024 and ended on 1 March 2024. We looked at 5 quality statements; Safeguarding; Safe and effective staffing; Safe environments; Medicines optimisation and Governance, management and sustainability.

We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. 'Right support, right care, right culture' is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.

There had been shortfalls with the leadership and governance of the service. This meant the safety and quality of people’s care had been compromised. We identified concerns about the management of medicines, staffing and the safety of the environment. A new manager had just started and was keen to make improvements. Senior leaders acknowledged the shortfalls and told us how they would work with the new manager to improve the service. There were effective safeguarding procedures and staff understood how to protect people from the risk of abuse.

  1. Safe

    No rating

Some aspects of the service were not always safe and there was limited assurance about safety. There was an increased risk that people could be harmed. During our assessment of this key question, the provider failed to ensure medicines were managed safely. This resulted in a breach of regulation 12 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. The provider failed to ensure appropriate staffing levels to make sure people received consistently safe, good quality care that met their needs. This resulted in a breach of regulation 18 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. We also identified some safety concerns in relation to the environment. You can find more details of our concerns in the evidence category findings below. People were effectively protected from the risk of abuse.

  2. Well-led

    No rating

The service was not always well-led. The provider failed to ensure quality assurance processes were effective and the governance and leadership in the service had been inconsistent. This resulted in a breach of regulation 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. Senior leaders acknowledged the shortfalls and told us of their plans to make the necessary improvements to ensure people received safe and compassionate care that met their needs and preferences. A new manager had just started at Roman House and told us they wanted to improve the service for the people living there. Staff felt positive about this.
