At the time of our visit, the provider was delivering a ‘short breaks’ service to 10 children with a learning disability or autism, all of which were receiving the regulated activity of personal care. We only inspect where people receive personal care.
The service is also registered as a supported living service but at the time of our assessment was not providing this type of support. We therefore did not assess this part of their registration.
This is the first assessment for this provider under its new registration. We inspected the service to provide a rating. At this assessment we reviewed all 5 key questions and rated the provider overall as good.
We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. This provider was able overall to demonstrate how they were meeting the underpinning principles of ‘Right support, right care, right culture’.
Recruitment systems were in place but required further review to fully ensure safe staff recruitment. Some training also needed to be completed by staff including further training around learning disability and autism and consent. Records of best interest decisions required clearer details on options considered and those involved, particularly where restrictive practices were in place. The registered manager took immediate action to address these areas. A review of the systems for recruitment, best interest decisions and restrictive practices was completed and training booked.
The provider had processes in place to safeguard people from the risk of abuse. Staff were knowledgeable about safeguarding and confident in how to respond to and report concerns.
People’s needs were assessed prior to them receiving a service. Information of care needs assessed by the local authority prior to people receiving support and information from people and their relatives was used to inform people’s care plans and risk assessments.
Staff supported people to maintain independence and make choices, treating them with kindness and respect. Staff and leaders understood and managed risks.
Medicines were not currently being administered but processes were in place and staff had received training in the safe administration of medicines.
Relatives felt able to raise issues and were confident these would be acted upon.
Staff felt well supported and received regular supervision.
Governance systems were in place to monitor the standard of care people received and lessons from incidents shared to improve practice.
