We expect health and social care providers to guarantee people with a learning disability and autistic people, respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance the Care Quality Commission (CQC) follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.
The provider did not consistently demonstrate a proactive approach to learning and improvement. Auditing and recording systems were not always effective in identifying risks, analysing trends or ensuring staff had access to accurate, up-to-date information. Governance and oversight still needed further strengthening as this limited the provider’s ability to demonstrate sustained learning and continuous improvement.
People were supported safely by competent staff. However, staff recruitment systems still needed improvements to ensure staff are all safely recruited following a consistent process.
There were gaps in care planning, risk management and medicines records. This meant there was a potential risk of inconsistent or unsafe care for people.
Care was person-centred and involved people and relatives in the planning and review of their own care. Staff worked effectively with professionals to support positive outcomes for people in line with their identified needs.
The provider demonstrated collaborative working with health and social care professionals to support continuity of care. The provider promoted a positive and open culture. People, relatives and staff reporting they felt listened to and supported.
We have found a breach of regulation at the service relating to good governance. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.
