At the time of the inspection, the service was supporting 218 people with their personal care needs.
We assessed the service against ‘Right support, right care, right culture’ guidance. We considered whether the provider supported people with a learning disability and autistic people to have respect, equality, dignity, choice, independence and access to their local communities.
The provider demonstrated an awareness of this guidance. For example, care records reflected principles such as choice, control and independence.
Staff understood how to report safeguarding concerns, and people and relatives were confident the provider would take their concerns seriously. Staff reported accidents and incidents.
The application of the principles of the Mental Capacity Act 2005 (MCA) were followed for people assessed as lacking mental capacity to make decisions about their care. People lacking capacity had decision-specific capacity assessments and recorded best-interests decisions.
Care plans and risk assessments mostly gave staff clear information about people’s needs and preferences. Staff received training relevant to people needs and demonstrated an awareness of people’s needs. Governance arrangements were mostly effective.
The provider did not always review accidents and incidents in which people had experienced harm, nor obtain and check the full employment histories of staff applicants. Most care plans did not record people’s longer-term wishes and preferences.
