The inspection was carried out as part of our assessment activity to review the quality and safety of care provided by the service. At the previous inspection the service was rated good. At this inspection, the rating remains good with 1 breach of regulation relating to good governance. We found audits had not consistently identified gaps relating to care records, risk assessments, mental capacity and deprivation of liberty documentation, recruitment and training records or medicines management processes.

People were protected from abuse and neglect. Safeguarding systems were in place, staff understood their responsibilities and concerns were appropriately identified and acted upon. Staff had developed positive relationships with people and demonstrated a good understanding of their individual needs, preferences and routines.

The provider completed detailed assessments to understand people’s individual needs, preferences, risks and desired outcomes. They worked collaboratively with people, their families and a range of health and social care professionals to develop and review bespoke care packages. This partnership approach supported coordinated care, effective communication and positive outcomes for people.

People were supported by a consistent staff team who were suitably inducted, trained and supported. Staff demonstrated compassion, kindness and a good understanding of the people they supported.

Risks to people were identified and staff understood how to support people safely. However, improvements were needed to ensure person-specific risk assessments and associated records consistently demonstrated how risks had been assessed, reviewed and managed.

The provider demonstrated a commitment to providing personalised care and responding positively to feedback. However, the providers governance arrangements did not consistently ensure quality monitoring systems were effective.

Following the inspection, the provider was responsive to feedback and took prompt action to improve its quality assurance and governance systems to ensure gaps in practice were more effectively identified and addressed.
