IJB Healthcare LTD provides care to people living in their own home. Five people were receiving support with personal care at the time of the inspection. The Care Quality Commission (CQC) only inspects where people receive personal care. This is to help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social support provided.

This was a comprehensive planned assessment of all quality statements under the key questions of safe, effective, caring, responsive and well-led. The service has been rated good following this assessment.
We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. At the time of the assessment, the service was not supporting any autistic people or people with a learning disability, but the provider had regard to ‘Right support, right care, and right culture’.
The care plans were well-written and had recently been reviewed. They included information about how to support people and included their views about the support they wanted. The care plans were detailed, person-centred and easy for staff to follow. People and their relatives felt the staff treated their loved one with respect, kindness and maintained their dignity when providing support. However, we found potential risks to people associated with managing their health conditions were not always managed effectively. We discussed this with the registered manager, and they then completed relevant risk assessments.
Staff were experienced and had worked for the provider for many years so knew people well. The provider recruited staff safely that was in accordance with all current legislative requirements. Staff we spoke with understood the people’s needs and spoke warmly of their working relationship with them. Staff completed an induction at the beginning of their employment and received ongoing support through trainings and ongoing discussions. Staff reported having a positive relationship with the provider and felt communication was effective.
The provider had policies and procedures in place which were in line with legislative requirements. This meant staff possessed up to date information which kept the people safe and gave staff guidance on how to do their jobs.
Staff were provided with personal protective equipment (PPE) to protect people from the risk of cross infection.
Systems to monitor the quality and safety of the service were in place but they were not effective.
