At the time of the inspection 46 people were receiving support with personal care. CQC only assesses support provided to people receiving who receive the regulated activity of personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. We inspected the service due to its aged rating.
We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
People and their relatives spoke positively about the care and support they received and told us they felt safe, involved in decisions, and supported in a way that reflected their individual needs and preferences. Staff demonstrated a good understanding of people's needs, risks and health conditions and worked with other professionals to support positive outcomes.
Staff understood their roles and responsibilities, and people and relatives consistently provided positive feedback about the care they received.
While quality assurance and governance arrangements were in place, further work was needed to strengthen oversight and ensure records consistently reflected the care and support being provided. We identified some areas requiring improvement relating to medicines management, risk documentation, consent records and care recording. However, staff were able to demonstrate a good understanding of people's needs and risks, providing assurance that care continued to be delivered appropriately.
Feedback from staff was generally positive, although some staff described inconsistencies in their experience of support, engagement and speaking up. This indicated opportunities to further strengthen the provider's culture and ensure staff experiences were more consistent across the workforce.
The registered manager was open and responsive throughout the inspection. They demonstrated an understanding of the areas identified for improvement and had already begun taking action to address them. This provided assurance that improvements were being progressed and that leaders were committed to the ongoing development and quality of the service.
