We identified improvements needed to governance, consent and the management and oversight of medicines to ensure accurate stocktaking and required paperwork was always in place for such things as protocols.
People felt safe and systems were in place to ensure risks and their needs were assessed, and they were supported to access health care services as needed. Staff worked together to meet people’s needs. Further work was needed to ensure systems were in place for accurate record keeping, but staff knew people well and were able to identify any changes in people’s wellbeing. Compliance with the Mental Capacity Act, in ensuring mental capacity assessments were completed for all decisions, and, when people lacked capacity, a decision made in their best interests, needed improving.
People’s preferences and wishes were respected. People were supported to access services where needed. Staff were effective in communicating with people and resources were available to support this.
The registered manager felt well supported by the provider and they worked together to drive improvement and invest in the service. There was a new governance system which needed embedding and further development to ensure it gave complete oversight and identified all concerns to ensure they were addressed. Staff felt well supported in their role and we received positive feedback from people and families about how the service was managed.
The provider was previously in breach of the legal regulations in relation to safe care and treatment, person centred care, consent, safeguarding, premises and equipment, meeting nutritional and hydration needs, staffing and good governance. Improvements were found at this assessment, however, they remained in breach of legal regulations in relation to consent and good governance.
This service has been in Special Measures since 31 July 2023. The provider demonstrated improvements had been made. The service is no longer rated as inadequate overall or any of the key questions. Therefore, this service is no longer in Special Measures.
We have asked the provider for an action plan in response to the concerns found at this assessment.
