What inspectors found

From the Care Quality Commission's assessment published 7 August 2024 (assessment visit 14 March 2024). Quoted under the Open Government Licence.

We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.

We carried out this assessment from the 10th April to the 21 June 2024. We visited The Old Hall on 2nd May and the provider head office on 10th April and 31st May 2024. We looked at 12 quality statement across the 5 key questions we use to inform our assessments. This included 4 quality statements from the Safe section, 2 from the Effective section, 1 from the Caring section, 2 from the Responsive section and 3 from the Well Led section.

People were receiving person centred care in a safe way in line with right care right support and right culture, from a group of staff who knew their needs well. There was effective oversight from the provider to support the staff and managers at the service and the staff working at the service worked in a caring way to provide people with high quality care. People were supported to maintain as much independence as possible and live a meaningful life.

  1. Safe

    Good

People lived in a safe environment where risks to their safety were assessed and measures were in place to reduce them. They were safeguarded from abuse as staff knew their responsibilities in keeping people safe, this was supported by effective processes for reporting and managing safeguarding incidents. There were enough well trained staff in place to support people and their medicines were managed safely.

  2. Effective

    Good

Staff worked to achieve good outcomes for people. This included supporting them with health issues or working with people towards different goals. The service worked within the principles of the Mental Capacity Act, supporting people to make their own decisions where possible and working in the least restrictive way possible.

  3. Caring

    Good

People were supported by a staff team who treated them with kindness and involved them in their care.

  4. Responsive

    Outstanding

People received excellent person centred care from a group of staff who were provided with the tools to support this. People and their families felt listened to by staff and involved in making decisions about their care.

  5. Well-led

    Outstanding

The provider had robust processes in place to oversee the quality of the service they provided. We found staff used these processes effectively to support the day to day care people received. The ethos of the provider was to support people to achieve a high quality life.
