During this inspection we found the provider was in breach of the legal regulation in relation to governance.
People’s needs were assessed, monitored and reviewed. However, information within care records was not always accurate, complete or consistent. We found no evidence that people had experienced harm, but inaccurate records increased the risk that staff might not always have access to reliable information when providing care.
Systems were in place for governance and oversight of the service. However, we identified inaccuracies and inconsistencies in people’s care records, gaps in fire safety arrangements and environmental risks. These matters had not been identified through the provider’s existing governance processes. The provider had recently introduced measures to strengthen quality assurance, but these were not yet consistently effective in identifying, monitoring and addressing risks.
Managers were open and transparent throughout the assessment. They demonstrated an understanding of the challenges facing the service and a willingness to learn, improve and take action where concerns were identified.
Staff understood safeguarding responsibilities and supported people to take positive risks whilst maintaining their independence and choice. There were sufficient skilled and experienced staff to meet people's needs, medicines were managed safely and the home was clean with arrangements in place to reduce the risk of infection.
People received person-centred care based on their assessed needs and preferences. Staff worked effectively with healthcare professionals to support people's health and well-being and promote positive outcomes. The provider was working within the principles of the Mental Capacity Act 2005 and involved people in decisions about their care and support.
We have asked the provider for an action plan in response to the concerns found at this assessment.
