We found systems were in place to ensure people received safe care and treatment. People were safeguarded from the risk of harm or abuse, and there were enough suitably skilled staff to meet people’s needs. People’s independence and preferences were promoted, and we observed positive interactions between people using the service and staff. We noted some occasions where staff could be more responsive though, which we discussed with the provider. The provider had a quality assurance system in place to monitor the safety and quality of the service. However, action plans had not always been developed when they had identified areas for improvement. The manager assured us action plans would be developed going forward. Overall, the new management team demonstrated a commitment to continuous improvement and had been working to develop a more positive culture at the home. Staff felt supported.

There were enough suitably skilled staff to meet people’s needs.
-
Caring
Good
Systems were in place to ensure people’s independence, choice and control were promoted. Staff encouraged people to be as independent as possible, and usually responded promptly to their requests and preferences. On occasion though, we noted staff could have been more responsive or more sensitive to people’s needs. Overall though, they were caring and respectful. People were supported to maintain relationships with those important to them.
-
Responsive
Good
Staff understood their role in ensuring people’s diverse needs were identified and respected, so they had equity of access to opportunities and positive outcomes. Staff responded to people’s needs and tailored their support accordingly.
-
Well-led
Good
Staff and management were aware of their roles and responsibilities and the service had a clear staffing structure. The new manager had worked to improve the culture at the home. There was a quality assurance system in place and the provider had good oversight of incidents affecting the service. However, we found auditing processes could be used more effectively to drive improvement.
