What inspectors found
From the Care Quality Commission's assessment published 31 July 2024 (assessment visit 11 April 2024). Quoted under the Open Government Licence.
Date of assessment 24 April to 16 May 2024 Deer park is a residential care home providing personal care to adults, some who require support with mental health conditions. We completed this assessment due to concerns about the management of risk especially when people express their emotions by non-verbal actions. We assessed a total of 5 quality statements from safe and well led key questions and found some areas of concern as well as good practice. The scores for these areas have been combined with scores based on the key ratings from the last inspection. Though the assessment of these 5 quality statements indicated areas of good practice since the last inspection, our overall rating remains requires improvement. There continued to be limited guidance for staff to support people when they were distressed or anxious. When incidents happened, these had been recorded, but any learning had not been used to update people’s care plans. The management had not put action plans in place when they identified where there were shortfalls to show how they had made improvements. There were enough staff to meet people’s needs and they had received training appropriate to their roles. Staff knew people well including their choices and preferences, people were asked their opinions about the service and the changes they wanted.

Safe
Good
The rating for the key question of safe has improved to good. People told us they felt safe living at the service. They were supported by staff who knew them well, supported them to take positive risks and to remain as independent as possible. Potential risks to people’s health and welfare had been assessed and there was detailed guidance for staff to support people’s physical needs. However, when people were at risk of becoming distressed or anxious and communicated by non-verbal actions, staff did not have detailed guidance to support people during these episodes. Incidents had been recorded and analysed but there was limited evidence of learning to reduce the risk of them happening in the future.

Well-led
Inadequate
We assessed one quality statement in the well led question and found some good practice but also some improvement required. The score for this area has been combined with scores based on the rating from the last inspection which was inadequate. Though this assessment of this area indicated some good practice, our rating for the key question remains inadequate. The management team completed checks and audits on all areas of the service. People, staff, and relatives had been asked to complete quality assurance surveys. The results had been analysed and suggestions were recorded. There were no action plans in place to show what action had been taken to make improvements and when these had been completed.
