Potential risks to people’s health and welfare had not always been assessed including people’s individual safety and health conditions. There was not always a learning culture within the service to mitigate the risk of incidents happening again. Medicines had not always been safely managed including the safe storage of medicines. Staff recruitment had not always been completed safely. There were processes in place to check the quality of the service, and some shortfalls found at this assessment had been identified such as care plans needed to be improved. However, the shortfalls found had not been clearly documented and action had not been taken to rectify the issues. People’s care had not always been planned and designed to provide person centred care particularly around how their health conditions affected their daily lives.

Staff told us they felt supported; they were confident to raise concerns with the registered manager and action would be taken. Staff told us they worked well as a team, and they had received training and supervision appropriate to their role. The senior management team were visible within the service spending time with staff and people. The management team completed unannounced checks including at night to make sure staff were providing support as required. There were systems in place to make sure the service was clean and to reduce the risk of infection.
