We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
Senior staff reviewed assessments taking account of people’s communication, personal and health needs, however people, their relatives or where appropriate, advocates told us they were not always included in care planning or reviews. Care was based on latest evidence and good practice. Behaviour support plans in place recorded people’s preferences including communication. Staff offered, supported and promoted choice using person centred methods that encouraged people to remain as independent as possible. The provider and staff encouraged and supported people to personalise their bedrooms and the home environment to meet their needs and wishes. Staff were knowledgeable and supported people to express their feeling and anxieties. Where needed care plans contained clear guidance for staff on how people wished to be supported when they experienced periods of stress, frustration or distress. This ensured people remained safe. The provider and staff encouraged and supported people to pursue their hobbies and interests and people were supported to access the community. Staff and relatives expressed concerns that staffing levels were impacting the frequency of external activities and visits to family. The provider was actively recruiting new staff to reduce this impact on people. The provider worked in partnership with external professionals to ensure people had access to care, treatment and information relevant to them. Where people had experience delays accessing treatment due to waiting lists, the provider had sourced and funded private medical support such as physiotherapy, to ensure people received the care they needed without excessive delays.
