What inspectors found

From the Care Quality Commission's assessment published 25 September 2024 (assessment visit 26 March 2024). Quoted under the Open Government Licence.

Moundsley House is a nursing home providing accommodation and personal care for up to 60 people, including some of whom are living with dementia or a physical disability. At the time of our assessment there were 57 people living at Moundsley House. At our last inspection the service was rated Good (published on the 25 April 2022). We assessed some but not all quality statements at this visit which means we use the ratings from the previous inspection to rate the key questions of effective, caring and responsive. We will carry out future assessments to cover other parts of the Framework and will update our website with our findings. We carried out an unannounced on-site assessment on 4 June 2024 in response to concerns raised with us around the management and safety of the service. The provider was informed we would be returning on 11 June 2024 . We found concerns were required in relation to how risks to people and the environment were managed, which resulted in a breach of Regulation 17 Good governance of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. We have asked the provider to provide an action plan on how they intend to plan to assess, mitigate and monitor risks to people.

  1. Safe

    Good

We looked at 7 quality statements under the Safe key question: learning culture, safeguarding, involving people to manage risks, safe environments, safe and effective staffing, infection prevention and control and medicines optimisation.

People and their relatives told us they felt safe living at Moundsley House. However, people’s individual risks and environmental risks were not always assessed and mitigated.

People told us there were enough staff to care for them and we saw there were sufficient staffing levels on both days of our assessment to meet the needs of the people who used the service.

  2. Well-led

    Good

We looked at 2 quality statements under the Well-Led key question: Capable, compassionate and inclusive leaders and Governance, management and sustainability. We found concerns in relation to risk management. Safety concerns identified at this assessment (detailed in the safe section of this report) had either not been identified by the provider or had been identified but not mitigated to reduce the risk of harm or injury to people. These concerns resulted in a breach of regulation 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. The concerns identified were discussed with the provider at the time of our assessment and steps were taken to start addressing these issues.

The provider was in the process of implementing new governance checks, processes and policies to improve oversight, quality and safety. Time was needed for these to be embedded and sustained.

People and relatives told us they felt the service was well managed and communication was good.
