The home has been rated inadequate. We identified 7 breaches of the legal regulations. The provider was in breach for person centred care, dignity and respect, safe care and treatment, premises and equipment, good governance and staffing. The provider was previously in breach of the legal regulations in relation to safe care and treatment and good governance. Improvements were not found at this assessment, and the provider remained in breach of these regulations. The provider was previously in breach of the legal regulation in relation to the need for consent. Improvements were found at this assessment, and the provider was no longer in breach of this regulation.

The provider did not have effective oversight and had failed to effectively address the concerns at the last inspection in June 2025. They were still in breach of regulation 12 and 17. The issues identified at this assessment were still ongoing and had not been resolved. We also identified new breaches of the regulations. The current manager had worked hard to make improvements but had not received sufficient support to make a good rating a realistic goal within an acceptable timeframe.
There were insufficient numbers of suitably trained and experienced staff. There were vacant posts for a deputy clinical lead, and a unit manager and recruitment had been on hold since March 2026 despite the widespread shortfalls in the home. This meant there were insufficient resources in place to make the necessary improvements.

Care plans were not person-centred and were still being updated 20 months after the new provider took over the registration at Ringway Mews Care Home. Care records were not accurate, complete and contemporaneous. We could not be assured people were being provided with the correct level of care to keep them safe.

Feedback from relatives, staff and observations from inspectors during 5 onsite visits highlighted concerns about the impact of poor staffing levels.
People were not always treated with dignity and respect, and care was not always person centred as staff did not have the time to respond appropriately due to their excessive workloads.

Premises and equipment were not always clean and hygienic.

The administration of medicines was not safe. Staff did not always store medicines safely and securely. People consistently did not receive their medicines at the prescribed times, including time-critical medicines. Records showed people regularly received their medicines late. Care plans did not provide clear guidance on key areas such as diabetes management, blood glucose monitoring, hypertension, or topical treatments for pain management. Some people needed thickened fluids to reduce the risk of choking. However, records did not show that staff used thickeners consistently or correctly, which put people at risk of harm.

This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
In instances where CQC has begun a process of regulatory action, we may publish this information on our website after any representations and/or appeals have been concluded, if the action has been taken forward.
