We looked at 4 quality statements which included safe environment, involving people to manage risk, infection prevention and control along with governance management and sustainability.
At our last rating inspection (report published 30 April 2019), there was a breach of regulation. At this assessment we found improvements had been to the concern previously identified however, governance remained an area where improvements were required, and the provider remains in breach of regulation.
Governance and oversight processes were not robust. The registered manager had a series of audits and checks in place which they, and senior members of staff, completed however we identified that there were inaccuracies in the audits and checks completed. There were also inconsistencies between audits and the information within them.

Audits and checks were completed with regards to safety, equipment, and risks. A monthly summary was compiled for each unit and shared with the registered manager by senior staff, however analysis for themes and trends and the actions taken in response was not evident. Anomalies in data and information did not give assurances that oversight of safety was robust. The registered manager stated they would take action to make improvements.

We shared this feedback with the registered manager who felt the introduction of the electronic care planning system would address this, but confirmed they would complete a review of the documentation currently in place.

Enough improvement had been made at this inspection with regards to the refurbishment of the service. However, whilst the provider had assurance checks and audits in place, these did not provide an accurate overview in relation to the safety and quality of the service for the registered manager.
