What inspectors found

From the Care Quality Commission's assessment published 6 November 2024 (assessment visit 25 September 2024). Quoted under the Open Government Licence.

Date of assessment: 19 August 2024 to 18 September 2024. As part of our assessment methodology for people with a learning disability and autistic people, we assess if services are meeting the Right Support, Right Care, Right Culture (RSRCRC) statutory guidance. This includes: Right support: Model of care and setting maximises people's choice, control and independence. Right care: Care is person-centred and promotes people's dignity, privacy and human rights. Right culture: Ethos, values, attitudes and behaviours of leaders and care staff ensure people using services lead confident, inclusive and empowered lives. At our last inspection, we identified the service needed to make improvements to meet these principles as some people’s choice and control over their lives was not maximised. During this assessment, the service has made improvements and is now meeting the RSRCRC guidance. At our last inspection we identified breaches in two regulations of The Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. These were in relation to safe care and treatment and good governance. During our assessment we found the provider was no longer in breach of these regulations and had made improvements at the service.

  1. Safe

    Good

At our last inspection we identified breaches in relation to people’s safe care and treatment. At this assessment improvements had been made and the service is no longer in breach of regulations. People gave us mixed feedback about how safe they felt being supported by staff and staff consistency. We also found some inconsistencies related to safety where staff did not always effectively record how people had been supported. However, for the most part people were supported safely at the service and staff knew how to keep people safe. Staff followed safe medicines administration and infection prevention control (IPC) practices.

  2. Effective

    Good

People’s care records did not always fully document the support they needed or what support other professionals were currently giving them, making it harder for people to have effective consistent support. However, people’s needs were thoroughly assessed when they started using the service. The staff team worked well together and worked well with other professionals to support good health outcomes for people. People were supported within the principles of the Mental Capacity Act (MCA).

  3. Caring

    Good

People were mostly positive about the support they had from the staff team. Staff were described as kind and caring. However, some people and relatives said they were not always involved in discussions about their care and support. Staff enjoyed working with and supporting people and spoke about them kindly with dignity and respect.

  4. Responsive

    Good

People received person centred care from a staff team who knew them well as individuals. However, some people told us they would prefer a more consistent staff team, and some care plans could have contained more detail about how to support people with their specific support needs.

  5. Well-led

    Good

At our last inspection we identified breaches in relation to good governance. At this assessment improvements had been made and the service is no longer in breach of regulations. The registered manager and provider were passionate about the service and had made and sustained a number of improvements since our last assessment. Audits were still not completely effective in finding and making improvements in all areas of the service. However, the registered manager and provider were open and honest about where improvements could still be made and sent us evidence of where they had already started to implement these improvements based on our feedback.

Questions to ask the service

  1. Ask to see the most recent Care Quality Commission (CQC) report and what the service did about any points in it.
  2. Ask how visit times are agreed and who covers when your usual carer is away.
