What inspectors found
From the Care Quality Commission's assessment published 9 July 2026 (assessment visit 4 June 2026). Quoted under the Open Government Licence.
Homestead Care Service Limited is a domiciliary care agency providing personal care and support to people living in their own homes. Not everyone using the service receives regulated activity; the CQC only inspects the service being received by people provided with 'personal care'; help with tasks related to personal hygiene and eating. Where they do, we also take into account any wider social care provided.
This service provides support to older people and people living with dementia, physical disabilities, mental health conditions and sensory impairments. At the time of this assessment,100 people were being supported with regulated activity.

We carried out this assessment on 16 June 2026. This service was previously rated as good. We carried out this assessment to confirm whether the rating of good remains accurate. This report does not provide detailed information on areas where we found practice continues to meet a good standard. Instead, our findings focus on any areas where the service needs to improve or where we found exceptional practice.
People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice. Staff followed the principles of the Mental Capacity Act 2005 and supported people to be involved in decisions about their care in ways that suited them.
People who used the service were safeguarded from the risk of abuse and received support from staff who were appropriately trained and well supported in their roles. A person said, “I feel safe when the carers are here.” A relative told us, “[Person] is safe with the carers that visit.”
Risks to people’s health, wellbeing, and safety were identified and managed effectively to help them remain as safe and independent as possible. Staff we spoke with were aware of the risks associated with caring for people and what to do to ensure people were safe. For example, a staff member told us how they helped a person who was at risk of falling.
Robust systems were in place to ensure the safe management of medicines. A person told us, “When the carer come, they remind me to take my tablets.”
The management team investigated and identified the root cause of accidents and incidents to avoid or minimise reoccurrence. This helped to ensure people remained as safe as possible.
Staffing levels were sufficient to meet people's needs and provided personalised care and support.
Staff demonstrated a good understanding of people’s needs, preferences, and personal circumstances, enabling them to build positive and trusting relationships.
The service promoted an open, inclusive, and person-centred culture. Staff, people using the service, relatives, and external professionals were encouraged to contribute to the ongoing development and improvement of the service.
The provider maintained strong links with the local community and partner organisations to support a coordinated approach to care.
Effective quality assurance and governance processes were in place to monitor performance and drive continuous improvement.
