At the time of the assessment, 12 people were receiving the regulated activity personal care. We carried out this assessment as the caring and responsive domains were unrated.
We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
We received some mixed responses from relatives regarding staffing consistency, communication around complaint outcomes and opportunities to further promote independence. However, the overall observations and evidence gathered during the inspection demonstrated positive outcomes for people living at the service.
People were supported by staff who treated them with kindness, dignity and respect. Observations showed positive and meaningful interactions between people and staff, with staff demonstrating a good understanding of people's individual needs, preferences and communication styles. Staff promoted privacy, confidentiality and dignity and responded appropriately to people's emotional and physical needs.
People received personalised support that reflected their individual wishes, goals and aspirations. Support plans reviewed were person-centred and provided clear guidance to staff on how people wished to be supported. People were encouraged to make choices about their daily lives, maintain independence and participate in activities that were meaningful to them. Records demonstrated people regularly accessed community activities, educational opportunities and social events based on their individual preferences.
Staff demonstrated a good understanding of person-centred care and were knowledgeable about the people they supported. Effective communication systems, including handovers, support plans, electronic records and team meetings, supported continuity of care and helped staff respond appropriately to changes in people's needs.
The provider had systems in place to gather feedback from people, relatives and staff and used surveys, complaints and compliments to support service improvement. Information was provided in accessible formats to meet people's communication needs and promote involvement in decisions about their support.
Training, supervision and appraisal systems demonstrated management oversight of staff development and competence.
