People’s Choice UK is a domiciliary care agency and provides personal care to people living in their own homes. Not everyone who used the service received personal care. CQC only inspects where people receive the regulated activity of personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of this inspection 48 people were receiving support with personal care.

The service is also registered to provide support to people with a learning disability or autistic spectrum disorder. At the time of this assessment there was 1 person with a learning disability or autistic spectrum disorder using the service. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.

We looked at 5 quality statements during this assessment.

People experienced positive outcomes because staff fully understood their needs. People were respected and valued as individuals and were empowered to be fully involved in their care. Staff and managers understood their duty to safeguard people from potential harm and people's risk of experiencing avoidable harm were reduced by the provider's risk assessments and risk management plans. People were enabled to maintain their independence, had choices regarding the service they received and were asked for feedback regularly.

  1. Safe

    Good

As part of this assessment, we looked at 3 quality statements for the key question of safe. These were safeguarding, involving people to manage risks and safe and effective staffing.

People were protected from avoidable harm and abuse with an emphasis on openness, transparency and learning lessons when things went wrong. People were fully involved in developing different approaches to keeping safe. This enabled them to take positive risks, to maximise control over their lives. Staff were recruited safely, and people were supported by a consistent staff team that knew them very well.

  2. Effective

    Good

As part of this assessment, we looked at 2 quality statements for the key question of effective. These were ‘assessing needs and consent to care and treatment.’

People’s needs, preferences and choices were assessed prior to them receiving support and treatment. The provider carried out a comprehensive assessment with people and their relatives to ensure they could meet their needs. People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible; the policies and systems in the service supported this practice.

  3. Caring

    Good

As part of this assessment, we looked at 1 quality statement for the key question of caring. This was ‘independence, choice and control’.

People’s independence was always encouraged and promoted ensuring they had choice and control over their care and support. Staff knew people very well and took time to observe, communicate and engage people in discussions about their immediate care needs.

  4. Responsive

    Good

As part of this assessment, we looked at 1 quality statements for the key question of responsive. This was ‘equity in experiences and outcomes.’

People were involved in planning and making shared decisions about their care and treatment, so it was centred around them and their needs. Staff empowered people to give their views and understand their rights, including their rights to equality and their human rights.
