We found concerns around elements of the governance systems. We found breaches of regulations in relation to safe care and treatment, fit and proper persons employed and good governance. Risks to people were not always managed safely., including medicines. Staff were not always recruited safely. Quality monitoring systems and records needed to be strengthened to ensure any shortfalls would be identified promptly going forward. Person centred care needed improvements and people’s care, and decision-making records needed to be more comprehensive. There were enough staff deployed to meet people's needs. Staff were kind and caring and had a good understanding of how to meet people’s needs. There was a system in place to enable people to express any concerns or complaints they had. Staff told us how they treated people equally and without discrimination and felt supported by the service.
An assessment has been undertaken of a service that is used by autistic people or people with a learning disability but is not registered as a specialist service. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We found care plans were not always sufficiently comprehensive to ensure staff would know how support the independence and communication needs of autistic people or people with a learning disability. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.
We have asked the provider for an action plan in response to the concerns found at this assessment in relation to safe care and treatment and fit and proper persons employed.
