What inspectors found

From the Care Quality Commission's assessment published 4 November 2026 (assessment visit 7 October 2026). Quoted under the Open Government Licence.

Date of assessment: 7 October to 16 October 2026.

Redroof House Supported Living is a domiciliary care agency which is registered to provide personal care and support to people in their own homes including supported living settings. At the time of our inspection the service was supporting 3 people in a supported living setting. The service was registered to provide care for adults, with a learning disability or autistic people, dementia, mental health, sensory impairment, and physical disability.

Risk assessments and care plans were not audited to ensure accuracy. Although safe levels of staffing were observed, staffing numbers and hours were not recorded meaning the provider could not be assured that people were in receipt of their commissioned hours. Systems did not evidence that people were always active during the day or provide oversight of medicine administration. Limited systems were in place to learn lessons from events that occurred within the service.

Governance systems were not operating effectively as they had not identified these shortfalls. This meant we identified a breach of legal regulation in relation to good governance. We have asked the provider for an action plan in response to the concerns found at this assessment.

Staff were aware of their responsibility to protect people from harm and abuse. Staff felt supported by the management team, liked working at the service and said there was good teamwork. Recruitment processes were safe and there was an induction and training programme for staff, including supervisions.

The Service followed the Mental Capacity Act 2005 (MCA). Where people needed to have restrictions in place, to keep them safe, this was done in their best interests and followed correct legal procedures, known as Deprivation of Liberty Safeguards (DoLS).

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

We found the service was meeting this guidance, which meant people were supported in a way which maximised their dignity, choice and access to their local community.

  1. Safe

    No rating

Safe – this means we looked for evidence that people were protected from abuse and avoidable harm. At our last assessment we rated this key question Good. At this assessment the rating has changed to Requires Improvement. This meant some aspects of the service were not always safe and there was limited assurance about safety. There was an increased risk that people could be harmed.

  2. Effective

    Good

Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence.

At our last assessment we rated this key question Good. At this assessment the rating has remained Good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.

  3. Caring

    Good

Caring – this means we looked for evidence that the provider involved people and treated them with compassion, kindness, dignity and respect. At our last assessment we rated this key question Good. At this assessment the rating has remained Good. This meant people were supported and treated with dignity and respect; and involved as partners in their care.

  4. Responsive

    Good

Responsive – this means we looked for evidence that the provider met people’s needs. At our last assessment we rated this key question Good. At this assessment the rating has remained Good. This meant people’s needs were met through good organisation and delivery.

  5. Well-led

    No rating

Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question Good. At this assessment the rating has changed to Requires Improvement. This meant the service management and leadership was inconsistent. Leaders and the culture they created did not always support the delivery of high-quality, person-centred care.

We have identified a breach of legal regulation in relation to good governance. The provider had failed to ensure governance systems were established and operating effectively and they had not identified the shortfalls found during this inspection.
