Hope Care and Support Limited provide personal care to people living in their own homes. The service is registered to provide personal care to people with a learning disability and autistic people and those living with dementia. At the time of our inspection, there were no people with a learning disability receiving personal care. Three people were using the service; 1 person received the regulated activity.
We expect health and social care providers to guarantee autistic people and people with a learning disability the choices, dignity, independence, and good access to local communities that most people take for granted. Right support, right care, right culture is the statutory guidance which supports CQC to make assessments and judgements about services providing support to people with a learning disability and/or autistic people. We considered this guidance as there were people using the service who have a learning disability and, or who are autistic. The service met this guidance.
The service demonstrated a positive and initiative-taking culture of safety. Staff understood how to recognise, report, and respond to incidents and safeguarding concerns. When incidents did occur, action was taken to help keep people safe. Risk assessments were person centred, regularly reviewed while managing risks around physical and emotional wellbeing and maintaining independence.
People received care in a timely way supported by enough skilled and competent staff. Recruitment processes were robust, and staff received regular training tailored to the needs of people using the service. Medicines were managed safely, and checks were in place to monitor staff that administered medication. People were cared for by staff in a safe manner that followed infection prevention and control guidance to keep them safe from risks of infection.
People were part of their assessments before they received care with involvement from relatives and health professionals when needed. Staff supported people to eat and drink, and staff monitored people's health and wellbeing and escalated concerns promptly. People had agreed to their care plan and staff sought their consent before providing care.
Since the last inspection, the leadership team had improved their approach to restrictive practices and ensured these were reviewed, justified, and aligned with the Mental Capacity Act 2005.
The service was well led, with compassionate, approachable leaders who promoted openness. Staff felt supported, valued, and confident to raise concerns, and feedback was used to inform improvement. Governance systems provided oversight through audits, checks and learning from incidents. The provider collaborated effectively with partners and the wider community and now demonstrated a strong commitment to continuous learning, collaboration and improving outcomes and quality of life for people supported.
