This assessment was conducted to determine whether the service had made improvements since our last assessment.

During this assessment, we identified 2 breaches of the legal regulations concerning safe care and treatment and good governance.

The provider had previously breached the legal regulation relating to safe care and treatment, as well as good governance, at their last assessment which commenced in September 2024. Not enough improvements were found at this assessment, and the provider remains in breach of these regulations.

Despite some improvements since the previous assessment, concerns remained regarding governance, oversight and the provider's ability to sustain improvement. Care planning, risk management, medicines management, staff training oversight and record keeping were not consistently effective, and quality assurance systems had not identified or addressed all the issues found during this assessment. As a result, leaders could not always be assured that known risks were being effectively assessed, monitored and managed.

Staff understood their responsibilities for safeguarding, incident reporting and supporting people's health and wellbeing. The provider engaged with healthcare professionals when required and had systems in place to share safety information and learning with staff. Staff also reported feeling supported by the management team and able to raise concerns.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

At the time of the assessment, the service was not supporting any autistic people or people with a learning disability, but the provider had regard to ‘Right support, right care, right culture’.

Following our final assessment feedback, the provider developed their action plan further by including required outcomes, identified actions, responsible staff, target dates, progress updates, and details of supporting evidence.

In instances where CQC has begun a process of regulatory action, we may publish this information on our website after any representations and/or appeals have been concluded, if the action has been taken forward.
