What inspectors found
From the Care Quality Commission's assessment published 29 September 2026 (assessment visit 11 January 2026). Quoted under the Open Government Licence.
The assessment was carried out between 21 January and 10 June 2026.16 Westmoreland Road, also known as Quality of Homecare Limited, is a domiciliary care service providing support to adults who live in their own homes. At the time of our assessment the service was providing care and support to 351 people. The service supports adults with a wide range of needs, including older people and people living with dementia and physical needs. We reviewed all key questions and quality statements. We discussed the concerns with the management team during the assessment.
The provider was in breach of the legal regulation relating to good governance as we found that underpinning systems and governance were not always robust enough. The provider had not always made certain there were consistently effective arrangements in place for ensuring complete and contemporaneous records of people’s care, maintaining appropriate oversight and supervision of all staff, ensuring medicines management was always in line with practice requirements, and proactively analysing service information to identify emerging trends and themes. The provider had not always notified the CQC of certain events as required.
Read the full summary
The provider had recently introduced a number of improvements to people’s care and risk management planning and medicines management arrangements to ensure people’s support was safe. Care plans set out person-centred information about people’s needs, likes and preferences but some people’s plans still required more detail on how to meet their care and healthcare needs.
People were supported by staff who met their communication needs. However, the provider had not considered how to provide information in different formats to a large number of people who used the service and did not speak English as their first language.
People were supported consistently by staff who they felt knew them well. There were enough suitably skilled staff to support people safely. People felt safe and told us staff understood and met their needs. Staff supported people kindly, with dignity and respect.
There were safeguarding systems in place. The provider worked with statutory services to investigate safeguarding concerns, staff had completed safeguarding awareness training and knew how to raise concerns.
Staff received mandatory training so they could provide care safely. Staff described how they promoted people’s choices about their care, respected people’s privacy and maintained their dignity. People and their relatives said they were treated with kindness and respect. Staff said they felt supported and listened to by the provider.
We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. The service was supporting one person with a learning disability at the time of this assessment.
We have asked the provider for an action plan in response to the concerns found at this assessment.
