The last rating for this service was good (published 2020). This comprehensive assessment was undertaken to look at all quality statements under the 5 key questions. It was conducted due to the length of time since our last rating. Following this assessment, the services overall rating has changed from good to requires improvement.

This was because we found 3 breaches of legal regulations. This related to the providers governance systems which were still not effective at identifying or addressing areas for improvement. The provider continued to fail to maintain accurate records and operate effective oversight and scrutiny systems to assure the safety and quality of the care provided through regular checks, audits and reviews. Fire safety arrangements were also poorly managed. Furthermore, staff were not always suitably trained or formally supervised at regular enough intervals.

We have asked the provider for an action plan in response to the concerns found at this assessment.

These issues described above notwithstanding, the person living in the care home was protected from abuse. Staff understood and managed risks well. The premises was kept clean and was well‑maintained. Medicines were managed safely. There were enough staff who understood their roles and responsibilities. The registered manager promoted the wellbeing of her staff and the care home had an inclusive and fair culture.

The person who lived in the care home had a care plan which was personalised. Staff responded quickly when the person became unwell. The person had enough to eat and drink to stay healthy. Staff enabled the person to give informed consent.

Staff treated the person with kindness and compassion and respected their privacy and dignity. The person was treated as individuals and had their preferences and choices respected. Staff responded to the persons needs in a timely way. Staff understood how the person preferred to communicate and ensured important information they needed was available in easy to understand and accessible formats. The person received fair and equal care and the service worked to reduce health and care inequalities.

The registered manager and the 2 other members of staff all lived together in the care home were visible throughout this assessment. Staff described the registered manager as approachable and inclusive. The provider worked-well with external health and social care professionals and bodies.
