Castletroy Residential Home provides accommodation and care for up to 69 older people and people living with dementia. At the time of inspection 58 people were receiving care in the home.

The last rating for this service was good. At this assessment, the rating has changed to inadequate.

This assessment was comprehensive covering all the quality statements. We found 4 breaches of legal regulations in relation to safe care and treatment, environmental safety, safeguarding service users from abuse and improper treatment, person centred care and governance arrangements.

People did not receive safe care and treatment, because risks had not been assessed or planned for and medicines were not managed in a safe way. Staff had not identified, investigated or reported abuse. The environment was not clean or safely maintained.Care was not always person-centred, and staff were not always responsive to people's immediate needs. Staff had not completed all the necessary training to meet people's needs safely. Staff did not always raise concerns about people’s support needs with leaders. The provider’s systems for monitoring and improving quality had not been effective and areas requiring improvement had not been identified.

In instances where CQC has decided to take civil or criminal enforcement action against a provider, we may publish this information on our website after any representations and/or appeals have been concluded, if the action has been taken forward. We have asked the provider for an action plan in response to the concerns found in relation to person centred care at this assessment.

This service has been placed into special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements.
