People were treated with dignity and respect by kind and caring staff who were passionate about their jobs, this was reflected in the care we observed. Person-centred care was provided in a way that encouraged people to have choice and control over their lifestyles. People and their relatives told us that Thornwood Care Limited was homely and welcoming. The outside space provided opportunities for people to grow their own vegetables and enjoy social activities with their peers.

Systems were in place to maintain a safe environment. The risks of harm and abuse were safely managed whilst balancing people’s quality of life. Staff were well trained and had the skills required to ensure that people’s individual needs were catered for. The registered manager supported and encouraged staff to develop their knowledge through ongoing training and upskilling opportunities.

Staff told us that they enjoyed working at the service and described the culture as happy and positive. The registered manager and staff knew people well, this helped them understand the needs of those they supported. The registered manager and staff worked collaboratively with professionals to support people to fully maximise their independence, health, and wellbeing. People were supported by a consistent staff team which enabled them to build positive relationships and promoted autonomy.

Governance systems were not always effective in identifying and addressing shortfalls in quality of care. For example, a medicines administration error had not been recognised or recorded through auditing. Additionally, records relating to people’s mental capacity did not consistently demonstrate that the principles of the Mental Capacity Act 2005 (MCA) had been fully considered and applied. The registered manager responded proactively to feedback during the assessment and recognised where governance systems needed strengthening to ensure that they were consistent in driving improvement.
