This was a planned assessment due to the age of the previous rating. At this assessment the rating has changed from good to requires improvement. During our assessment, we identified breaches of legal regulations relating to safe care and treatment, premises and equipment, staffing, good governance and notifications of incidents.
People did not always receive safe and effective care. We identified concerns relating to the management of medicines, historic environmental safety concerns, in relation to fire safety and additional equipment and premises concerns, including but not limited to, legionella and bedrail safety.
Although all the people and relatives we spoke with confirmed the staff were kind and people’s basic care needs were met, we received mixed views from people and relatives in relation to staffing levels. Most people and relatives felt there was not enough staff available or visible and many commented on delays in call bell response times. Throughout our assessment visits we observed interactions between staff and people were limited and mainly task focused.
Governance systems were not consistently effective. Oversight processes had not identified all areas for improvement, indicating gaps in the provider’s ongoing governance and oversight. Although the provider carried out a number of audits, some of these had not detected the concerns identified during this assessment.
People’s needs were assessed and care plans and risk assessments were in place identifying how people’s needs were to be met safely. Staff maintained accurate monitoring records, including dietary intake and repositioning charts. This supported the ongoing assessment of people’s needs, enabling staff to identify changes promptly and adapt care to improve outcomes. Staff’s knowledge of people supported them to identify any changes in people’s well-being and health and sought professional advice in a timely way.
The manager and deputy manager demonstrated they were dedicated and passionate about their roles and wished to make the required improvements to the service that we had identified to ensure people had a good quality of life and received safe, effective and high-quality care.
Following the assessment, the provider and management team responded positively to the feedback received and had already begun taking action to address the shortfalls identified.
