What inspectors found

From the Care Quality Commission's assessment published 13 May 2026 (assessment visit 24 September 2025). Quoted under the Open Government Licence.

Sidney Avenue is a ‘care home’ located in North London and providing personal care and support to people with learning disabilities and/or autistic spectrum as well as dementia, mental health conditions and physical disabilities. The home also worked with the Greek community, although there were people of other cultures living at the home. The home could support up to 8 people. At the time of the assessment, the home was supporting 7 people. Not everyone living at Sidney Avenue received a regulated activity; CQC only inspects the service being received by people provided with ‘personal care’; help with tasks related to personal hygiene and eating. Where they do, we also take into account any wider social care provided.

This was an unannounced assessment, which means the provider was not told an assessment was going to be starting before. We visited the home on 30 September and 16 October 2026.

We inspected the home because there had been concerns raised by the local authority following a quality assurance visit, around governance of the home, a lack of comprehensive care plans and risk assessments and people’s needs not always being met effectively.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. Overall, we found people received a high level of care and support. Staff knew people well and understood their needs. However, we found a lack of updated documentation to support the delivery of good care The registered manager confirmed they had lapsed in this area and would be addressing this.

At our last inspection in 2019 we rated the service as good. At this inspection the service has deteriorated to requires improvement. We found 2 breaches of regulation and the provider was in breach of regulation relating to safe care and treatment and good governance.

We have asked the provider for an action plan in response to the concerns found at this assessment.

  1. Safe

    No rating

Safe – this means we looked for evidence that people were protected from abuse and avoidable harm.

At our last assessment we rated this key question good. At this assessment the rating has changed to requires improvement. This meant some aspects of the service were not always safe and there was limited assurance about safety. There was an increased risk that people could be harmed.

The provider had failed to robustly assess the risks relating to the health safety and welfare of people. This was a breach of Regulation 12 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.

  2. Effective

    Good

Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence.

At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.

  3. Caring

    Good

Caring – this means we looked for evidence that the provider involved people and treated them with compassion, kindness, dignity and respect.

At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant people were supported and treated with dignity and respect; and involved as partners in their care.

  4. Responsive

    Good

Responsive – this means we looked for evidence that the provider met people’s needs.

At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant people’s needs were met through good organisation and delivery.

  5. Well-led

    No rating

Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.

At our last assessment we rated this key question good. At this assessment the rating has changed to requires improvement. This meant the management and leadership was inconsistent. Leaders and the culture they created did not always support the delivery of high-quality, person-centred care.

We found no evidence that people had been harmed. However, systems were either not in place or robust enough to demonstrate safety was effectively managed. This placed people at risk of harm. This was a breach of Regulation 17 (Good Governance) of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.
