We identified 3 breaches of the legal regulations in relation to need for consent, safe care and treatment and good governance.

We found that it was not always clear when care plans and risk assessments were being reviewed and updated. We found inconsistent information relating to some people’s needs and there was not always sufficient information relating to individual risks to people and how these should be managed and mitigated. Governance systems and audits were not effective in identifying and addressing concerns, particularly around infection prevention control and accidents and incidents. We found that there were concerns around the providers processes for completing Mental Capacity Assessments.

Staff told us they were supported by management and felt comfortable with raising any concerns or complaints. Staff told us they liked working at Rose Belle and were caring and supportive of people. People were supported by a consistent staff team who knew people well. People’s communication needs were assessed.

We have asked the provider for an action plan in response to the concerns found at this assessment.
