We undertook this unannounced comprehensive onsite assessment to check whether people were receiving safe, effective and responsive care from staff who were caring and well-led. We reviewed all 32 quality statements.
The environment of the care home was dated and worn. We found damaged carpet and wallpaper; cracked bathroom tiles; and chipped, scuffed and marked doors, doorframes, handrails and skirting boards. The décor and lack of signage did not support the needs of people with sight impairment or living with dementia.
Management checks of the environment were not robust. Records of fire alarm and emergency lighting checks were not up-to-date. Where shortfalls were identified within the environment these were not fully addressed in a timely manner. For example, a hole in the carpet on a landing was taped and sealed to prevent a tripping accident but remained unsightly and in that condition for 6 months. Audits also failed to identify shortfalls in aspects of medicines management.
The provider was in breach of the legal regulation relating to the environment of the care home, medicines management and quality assurance. We have asked the provider for an action plan in response to the concerns found at this assessment.
Notwithstanding the above, the provider worked closely and collaboratively with a range of health care professionals to assess, meet and review people’s needs. Staff knew people well and were skilled in meeting their behavioural support needs and responding to incidents in which people were distressed.
People’s risks were assessed and mitigated and personalised care plans were in place. Staff were recruited through robust processes and were supervised and trained. The provider ensured there were sufficient staff to provide safe and effective care and support. Staff told us they enjoyed their work and felt supported by the management team. The service had a stable management team including a registered manager and clinical lead who had both been in post for a number of years.
Staff were caring and supported people with their cultural, spiritual and dietary needs. People were supported to eat healthily, exercise and attend appointments. The quality of the service people received was audited, and staff provided care in line with the Mental Capacity Act 2005. Complaints and safeguarding concerns were managed appropriately by leaders and staff were comfortable sharing their views with leaders about the improvements required.
