What inspectors found
From the Care Quality Commission's assessment published 21 November 2024 (assessment visit 18 March 2024). Quoted under the Open Government Licence.
We carried out our on-site assessment on 23 April 2024. Off site assessment activity started on 24 April 2024 and ended on 22 May 2024. We looked at 5 quality statements; safeguarding; involving people to manage risks; safe and effective staffing; medicines optimisation; and governance, management and sustainability. The provider’s systems, processes, and practices to protect people from abuse were not always effective. One person’s risk assessment was not robust enough to keep them and other people safe. Some medicines records needed improvement. The provider’s quality assurance audits and checks had failed to identify these issues. We have identified a breach of regulation in relation to safeguarding during this assessment. We requested an action plan from the provider. The service was well-staffed with knowledgeable nurses and care workers. They understood most people’s needs and how best to support them. Staff were well-trained and followed people’s care plans and risk assessments to help ensure they provided good quality care. The registered manager was committed to continually improving the service and acted immediately to address the shortfalls we found during our assessment.

Safe
No rating
During our assessment of this key question, we found concerns around the way people were protected from abuse which resulted in a breach of Regulation 13 (safeguarding service users from abuse and improper treatment) of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. You can find more details of our concerns in the evidence category findings below. Although most people had adequate risk assessments, one person’s was ineffective which meant staff did not have the guidance they needed to keep this person and others safe. Some medicines records needed improvement to ensure the risks associated with medicines were safely managed. There were enough staff on duty to meet people’s needs. Staff had regular supervisions and appraisals.

Well-led
No rating
The provider’s governance systems were not always effective in identifying or addressing shortfalls. Staff were well-supported by the registered manager who was approachable and committed to continually improving the service. Some of the ways risks were managed had improved.
