People were generally safe and protected from avoidable harm, and safeguarding concerns were shared appropriately with external agencies. Whilst processes were in place to investigate incidents, these were not consistently applied. There were delays between incidents occurring and investigations being completed, and not all incidents were thoroughly explored to identify root causes or implement timely corrective actions. This limited the providers ability to learn from events and prevent recurrence. There were sufficient numbers of skilled and experienced staff. The manager ensured staff received appropriate training and regular supervisions. Staff felt confident to raise any concerns. The environment was safe and clean. People were mainly treated with kindness and compassion and engaged with a number of activities in the community. Staff worked both together and with external agencies to deliver person-centred care.
However, we found concerns relating to some staff practices, records relating to risk, consent, adherence to the Mental Capacity Act (MCA) 2005 and good governance.
We identified 2 breaches of legal regulation in relation to the need for consent and good governance . We have asked the provider for an action plan in response to the concerns found in this assessment.
The provider was previously in breach of the legal regulation in relation to good governance. Some improvements were found at this assessment; however the provider was still in breach of this regulation.
