We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence, and good access to local communities that most people take for granted.
We undertook the assessment to check compliance against breaches of the legal regulations. At the last assessment in June 2022, the service was in breach relating to safe care and treatment. At this inspection, enough improvements had been made, and the provider was no longer in breach of these legal regulations.
The provider had developed a strong culture of safety, openness, and continuous learning. People and relatives consistently described the service as safe, supportive, and responsive. Risks were regularly assessed and reviewed, incidents were used as learning opportunities, and effective systems ensured environmental risks, infection prevention, staffing, and medicines were all well managed.
People received highly personalised care based on comprehensive assessments of their health, wellbeing, communication, and support needs. They, and those important to them, were actively involved in planning and reviewing their care. Health and social care professionals consistently praised the service’s partnership working, responsiveness and commitment to achieving positive outcomes.
Staff were exceptionally caring and treated people with kindness, dignity, and compassion. Interactions were warm, respectful, and person centred. Care plans reflected people's individual preferences, goals, and aspirations. People and relatives told us they felt listened to, respected and fully involved in decisions affecting their lives.
Staff responded promptly to changing needs and took proactive steps to reduce distress and promote wellbeing. People were provided with information in formats that met their individual needs, enabling them to make informed choices and remain involved in their care. They were also supported to plan for important life events and future decisions in a sensitive and respectful way.
Leaders were highly visible, knowledgeable, and committed to helping people live fulfilling and meaningful lives. The registered manager had created a positive culture where people, relatives and staff felt valued, listened to and empowered. Staff spoke positively about the support they received and the provider’s investment in their wellbeing, development, and career progression.
Robust governance arrangements, clear accountability, and effective quality assurance processes supported continuous improvement. The provider maintained strong links with the local community and collaborated closely with partners, sharing learning and good practice to improve outcomes for people and contribute positively to the wider health and social care sector.
