We found 2 breaches of regulations in relation to medicines and quality assurance systems.

The service had recently gone through several management changes, including the appointment of a new manager. The management team had already identified some poor practices and concerns. Although work had started to improve some of the issues we found, all issues needed to be addressed, and all improvements made needed to be fully embedded and monitored over time.

There was enough staff to meet people’s needs. Staff were kind and compassionate. Some of the staff team told us they had been distressed by the departure of key members of staff last year due to financial irregularities. There was no current registered manager at the service but arrangements to address this were taking place.

We have asked the provider for an action plan in response to the concerns found at this assessment.

  1. Safe

    No rating

Safe – this means we looked for evidence that people were protected from abuse and avoidable harm.

At our last assessment we rated this key question good. At this assessment this key question has changed to requires improvement. This meant people were not safe and were at risk of avoidable harm. The provider was in breach of the legal regulation safe care and treatment relating to medicines.

Medicines were not well managed. Not all care plans contained relevant, up to date information, which placed people at risk of not receiving the care and support required to meet their needs. Environmental safety was not always monitored, and the provider did not always assess and manage infection control risks.

  2. Effective

    Good

Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence.

At our last assessment we rated this key question good. At this assessment this key question has remained good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.

  3. Caring

    Good

Caring – this means we looked for evidence that the service involved people and treated them with compassion, kindness, dignity and respect.

At our last assessment we rated this key question good. At this assessment this key question has remained good. This meant people were well-supported, cared for and treated with dignity and respect.

  4. Responsive

    Good

Responsive – this means we looked for evidence that the service met people’s needs.

At our last assessment we rated this key question good. At this assessment this key question has remained as good. This meant people’s needs were met through good organisation and delivery.

  5. Well-led

    No rating

Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.

At our last assessment we rated this key question good. At this assessment this key question has changed to requires improvement. This meant the management and leadership was inconsistent. Leaders and the culture they created did not always support the delivery of high-quality, person-centred care. The provider was in breach of the legal regulation relating to good governance.
