The care home is run by two companies: Redwood Tower UK Opco2 Limited and Willowbrook Healthcare Limited. These two companies have a dual registration and are jointly responsible for the services at the service.

The inspection was prompted in part by anonymous concerns received about the service in relation to the management of medicines, unsafe staffing levels at night, people’s needs not always being met and management not overseeing practice and falsifying records. This inspection examined these risks. We did not find evidence of unsafe staffing levels at night or management falsifying records. However, some concerns were identified in relation to medicines management and oversight at the service.

As a result of our inspection, we rated the service requires improvement as we found 3 breaches of the legal regulations in relation to the management of people’s medicines, consent to care and the service’s governance systems. The provider was responsive to our feedback and took appropriate action to initiate immediate improvements.

Although the provider used a dependency tool to establish staffing levels and ensured sufficient staff were deployed to support people, people and relatives thought there were not always enough staff to meet their needs and they sometimes had to wait to receive support.

The environment was clean and homely. However, the dementia community unit had not been developed to meet people’s specific needs. The provider informed us a full refurbishment was taking place to make the necessary improvements.

There were good systems to protect people from the risk of infection and cross contamination, and staff followed good practice. The home was clean, fresh and well-maintained. There were systems in place for the safe recruitment of staff. People and their relatives were involved in their pre-admission assessment, care planning and the management of individual risks. Staff received regular training and had their competencies checked. People’s end of life wishes had been considered and documented. Overall, staff spoke favourably of the management team and felt listened to and consulted.
