The assessment was prompted by information of concern that we received relating to the safe care of people and safeguarding concerns. This assessment examined those risks. We only looked at the Safe and Well Led key questions on this assessment. Since the last assessment, a new registered manager had been appointed at the home.

We have identified breaches in relation to safe care and treatment, people not being protected from the risk of abuse, recruitment processes and a lack of robust governance and oversight. Risks to people were assessed, although some assessments did not always include all the necessary detail about their needs and information around the monitoring of people’s health needs. There was a mixed response from staff on whether they felt supported and listened to. In the main staff interacted with people in a kind, and compassionate manner.

The provider has been responsive to the concerns found and has commissioned a consultant to assist with the improvements needed.

We have asked the provider for an action plan in response to the shortfalls and breaches of regulation found at this assessment.

  1. Safe

    No rating

Safe – this means we looked for evidence that people were protected from abuse and avoidable harm. At our last assessment we rated this key question good. At this assessment the rating has changed to requires improvement. This meant some aspects of the service were not always safe and there was limited assurance about safety. There was an increased risk that people could be harmed.

The service was in breach of legal regulation in relation to safe care and treatment, safeguarding people from abuse and the lack of robust recruitment processes.

  2. Well-led

    No rating

Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.

At our last assessment we rated this key question requires improvement. At this assessment the rating has remained requires improvement. This meant the management and leadership was inconsistent. Leaders and the culture they created did not always support the delivery of high-quality, person-centred care.

The service was in breach of legal regulation in relation to governance at the service.
