We carried out this assessment partly due to concerns we received regarding people’s safety at the service. We did not find these concerns were substantiated. We reviewed all quality statements.

People, relatives, staff and healthcare professionals consistently spoke positively about the care provided. The service demonstrated a strong commitment to supporting people to increase their independence, reduce restrictions and achieve outcomes that were important to them. Many people had made significant progress, including increased community involvement, greater choice and control, improved emotional wellbeing and progress towards more independent living arrangements.

People received safe care. However, we found some improvements were required in relation to medicines management and governance oversight. We identified concerns regarding some protocols for ‘as and when’ required medicines, medicines storage temperatures and the effectiveness of quality assurance systems to resolve issues identified. Leaders responded immediately to our feedback and took appropriate action.

People received highly personalised care from staff who knew them well and understood their individual needs, preferences and aspirations. Staff received appropriate training and supervision. Staff worked collaboratively with relatives, advocates and a range of health and social care professionals to provide coordinated support and safe transitions.

The service demonstrated a caring, person-centred and ambitious culture that enabled people to achieve meaningful outcomes in their lives. Leaders were visible, passionate and focused on delivering a therapeutic model of care that promoted recovery and independence. Strong leadership, effective partnership working and a focus on independence and recovery had resulted in positive outcomes for people.
