The last rating for this service was requires improvement (report published 06 April 2022). We identified 2 breaches of legal regulations in relation to person centred care and governance. The provider was required to send us an action plan telling us how they would improve and by when. We undertook this inspection to check they had followed their action plan and to confirm they now met legal requirements.

At this inspection, the service remained in breach of the regulations in relation to governance of the service and a further breach was identified in relation to staffing. The provider was no longer in breach of regulation in relation to person centred care as improvements had been made.

The provider’s systems and processes were not always effective to identify, manage and mitigate some environmental risks. We found people were not always supported by staff in a timely manner due to the current staffing levels in place. Risks associated with people’s health were identified and managed safely.

Staff understood their responsibilities to keep people safe. Care records informed staff, for example if a person had capacity to make their own decisions or not. Staff supported people in the least restrictive way possible and in their best interests.

The staff team worked in partnership with other professionals to achieve good outcomes for people. Staff were recruited safely, and medicines were administered as prescribed, by staff trained in medicines management. Staff felt supported by the management team.
