  1. Safe

    No rating

We assessed 6 quality statements out of 8 within the safe key question. At the last Inspection we found this key question to be Inadequate. We found improvements had been made since the previous inspection on 14 June 2023. The service was no longer in breach of regulations relating to assessing risk, safety monitoring and management, using medicines safely, preventing and controlling infection, staffing and recruitment. In this assessment we found the following areas that require further improvements to be made. Records showed procedures were in place to assess people's capacity and manage Deprivation of Liberty Safeguards (DoLS) applications, although these were not all up to date, and the principles of the Mental Capacity Assessments (MCA) were not always adhered to. Despite regular checks of the environment being recorded, we found that not all fire doors closed securely, leaving people at increased risk in the event of a fire. Shortfalls were observed on safe staffing processes.

  2. Effective

    No rating

We assessed 4 quality statements out of 6 within the effective key question. At the last Inspection we found this key question to be Inadequate. We found improvements had been made since the previous inspection on 14 June 2023. The service was no longer in breach of regulations relating to supporting people to eat and drink enough to maintain a balanced diet. This meant the effectiveness of people's care, treatment and support were much improved. Systems that were in place to ensure consent to care and treatment required improvement as there was no evidence of the Power of Attorney to ensure they had the legal authority to make decisions on the person’s behalf. Information regarding whether people had capacity to make specific decisions was inconsistent within different plans of care. When people had a Deprivation of Liberty Safeguards in place, there were no care plans created to ensure staff were aware of the deprivation and any agreed conditions for that person.

  3. Caring

    No rating

We assessed 2 quality statements out of 5 within the caring key question. We found improvements had been made since the previous inspection on 14 June 2023. This meant people felt well supported, cared for and treated with dignity and respect. Systems were in place to ensure people were treated with kindness, compassion and dignity, promoting their independence and responding promptly to individual needs.

  4. Responsive

    No rating

We assessed 3 quality statements out of 7 within the responsive key question. We found improvements had been made since the previous inspection on 14 June 2023. This meant people’s needs were being met. Systems were in place to ensure people received person-centred care. People were listened to and provided with information. People and family members told us they felt the service was responsive. We did however observe care plans that did not reflect plans people had made or made with family members to prepare for their future, including at the end of their life.

  5. Well-led

    No rating

We assessed 4 quality statements out of 8 within the well-led key question. At the last Inspection we found this key question to be Inadequate. We found improvements had been made since the previous inspection on 14 June 2023. The service was no longer in breach of regulations relating to continuous learning and improving care; Managers and staff being clear about their roles, and understanding quality performance, risks and regulatory requirements. Systems were in place to monitor quality, with learning and action taken to address any shortfalls. There was a capable and compassionate management team who, with staff, fostered a culture that delivered good quality care for people in partnership with external professionals. People and family members told us they felt the service was well-led.
