We found 1 breach of regulation in relation to good governance. The provider’s governance framework had not always been used effectively to identify shortfalls found during this inspection. The principles of the Mental Capacity Act 2005 (MCA) were not always followed. The provider did not have an overview of who could lawfully act on a person’s behalf. Medicines were not always managed safely. We asked the provider for an action plan in response to the shortfalls found at this inspection. The registered manager responded to shortfalls we identified by introducing new governance systems and reviewing people’s care records.
We expect health and social care providers to guarantee autistic people and people with a learning disability the choices, dignity, independence and good access to local communities that most people take for granted. Right support, right care, right culture is the statutory guidance which supports CQC to make assessments and judgements about services providing support to people with a learning disability and/or autistic people. We considered this guidance as there were people using the service who have a learning disability and or who are autistic.
Staff understood people’s rights and how these should be met. People were involved and consulted about their care and their views were respected. Safeguarding incidents were monitored, and policies and procedures were in place. Staff were kind and caring, taking into consideration people’s individuality.
Health and social care professionals were complimentary about working with the service, with many calling the service proactive and highlighting effective partnership working.
