What inspectors found
From the Care Quality Commission's assessment published 14 March 2025 (assessment visit 23 January 2025). Quoted under the Open Government Licence.
Date of Assessment: 28 January to 7 February 2025. Norbury Court is a nursing home providing accommodation and personal care to older people. The service can support up to 60 people. At the time of this assessment, there were 36 people living at Norbury Court. We carried out this assessment to follow up on actions from the last assessment in July 2024 where we identified breaches of regulation in relation to safe care and treatment and good governance and rated the service inadequate. Improvements were found at this assessment and the provider was no longer in breach of the regulation relating to safe care and treatment. However, we found a continued breach of the regulation related to good governance. Changes in management meant some systems and processes had not been consistently implemented and still required embedding into practice. The provider was in the process of recruiting a new manager following further changes within the senior team. This service has been in Special Measures since 25 April 2024. The provider demonstrated improvements had been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures. We have asked the provider for an action plan in response to the concerns found at this assessment.

Safe
No rating
Safe – this means we looked for evidence that people were protected from abuse and avoidable harm.
At our last assessment we rated this key question inadequate. At this assessment the rating has changed to requires improvement. This meant some aspects of the service were not always safe and there was limited assurance about safety. There was an increased risk that people could be harmed. The provider was previously in breach of the legal regulation in relation to safe care and treatment. Improvement was found at this assessment, and the provider was no longer in breach of this regulation.
-
Effective
No rating
Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence. We last reviewed this key question in June 2022 where we rated it requires improvement. At this assessment the rating has remained requires improvement. This meant the effectiveness of people’s care, treatment and support did not always achieve good outcomes or was inconsistent.
-
Caring
Good
Caring – this means we looked for evidence that the provider involved people and treated them with compassion, kindness, dignity and respect. At our last assessment in 2017 using our previous methodology we rated this key question good. Although we found some areas of concern at this assessment until we have assessed more quality statements in this key question the rating remains the same.
-
Well-led
No rating
Well-led – this means we looked for evidence that leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question inadequate. At this assessment the rating has changed to requires improvement. This meant the management and leadership was inconsistent. Leaders and the culture they created did not always support the delivery of high-quality, person-centred care. The provider was previously in breach of the legal regulation in relation to good governance. Not enough improvement was found at this assessment, and the provider remained in breach of this regulation.
