We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We found the service was not always supporting people with a learning disability in line with this statutory guidance.
People were not always protected from harm. Risks to people were not always assessed and reduced. There were not always enough qualified and skilled staff to support people effectively and safely. People were not always treated with dignity and respect, or as individuals. Systems and processes were not in place to assess, monitor and improve care, or ensure compliance with the regulations. We found signs a closed culture had developed, blanket restrictions were in place and some tasks and activities were arranged due to the needs of the service.
However, the provider was engaged throughout the inspection, responsive and open to feedback and took action to address shortfalls when requested. Following the inspection, the provider has continued to engage with us and has shared an improvement plan and progress updates.
In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.
