What inspectors found

From the Care Quality Commission's assessment published 17 January 2025 (assessment visit 18 December 2024). Quoted under the Open Government Licence.

Dates of assessment 22 October, 19 November and 22 November 2024.

St Lukes Care Home is a care home providing accommodation for nursing and personal care to older people, some of whom were living with dementia to up to 60 people. At the time of this inspection there were 42 people living at St Lukes Care Home. The last rating for this service was requires improvement. The overall rating remains the same at this assessment. We assessed 15 quality statements across Safe and Well led. The inspection team consisted of 2 inspectors, a medicines inspector and an Expert by Experience. An Expert by Experience is a person who has personal experience of using or caring for someone who uses this type of care service. We spoke with 19 staff who worked at the home. This included the home manager, principal manager, clinical lead, care staff, activity coordinator, nurses, housekeeping and agency staff. We reviewed a range of records. This included 12 people’s care records, multiple medication records and clinical records. We looked at records relating to the management of the service and people’s safety, such as checks on the premises and people’s personal emergency evacuation plans. We looked at audits and checks undertaken by the manager and provider’s representatives about the quality of the care provided. We identified 3 breaches of regulation in relation to training, involving people to manage risks and good governance. Some staff had either not completed or updated training in some key areas and restrictions had not been assessed or recorded appropriately. There were shortfalls in the governance and management oversight of staff training and recording appropriate restrictions in place at St Lukes Care Home.

  1. Safe

    No rating

Safe – this means we looked for evidence that people were protected from avoidable harm. At our last inspection this key question was rated requires improvement. At this assessment this key question remains at requires improvement. We identified shortfalls with training compliance for staff and people having their mental capacity and best interest assessed and recorded appropriately. However, the provider was responsive and took immediate action during and after our visit. This was a breach of Staffing and Need for consent.

  2. Well-led

    No rating

Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last inspection this key question was rated requires improvement. At this assessment this key question remains at requires improvement. We identified improvements were needed in oversight of training for staff and the recording and assessments for restriction put in place for people in the home. The management team was responsive to our feedback and told us they were committed to improve the safety and quality of care being delivered and had started making improvements during the assessment. The provider’s oversight and governance failed to ensure systems and processes identified the improvements needed in the quality and safety of care being provided. This was a breach of Good Governance.
