What inspectors found

From the Care Quality Commission's assessment published 25 June 2024 (assessment visit 15 February 2024). Quoted under the Open Government Licence.

Date of assessment 6 March to 12 April 2024.

We carried out this assessment in response to concerns CQC had received, including allegations of neglect, poor culture and staff being fearful of speaking up. We found three breaches of the regulations in relation to the safe care and treatment, governance, records and a failure to notify CQC of reportable events .

Staff did not consistently ensure people were protected from abuse and improper treatment. They did not always identify allegations of abuse or make referrals in line with the provider's policy. On occasions the registered manager failed to notify CQC of events that occurred in the service. Staff did not always assess risks to people's health and safety or mitigate them where identified. Systems in place to protect people from the risk of infection were not always followed. Managerial overview of the quality of the service did not identify the areas of concern that we found.

However, people told us they felt safe living in the service. Some people enjoyed the interaction with staff. A range of activities were available to people and the feedback was positive following the events. The service had safe systems for the appropriate and safe handling of medicines. We have asked the provider for an action plan in response to the concerns found at this assessment.

  1. Safe

    No rating

We identified two breaches of the regulations, including safe care treatment and a failure to notify CQC of reportable events. Staff did not consistently protect people from abuse and improper treatment. They did not always identify allegations of abuse or make referrals in line with policy. Staff did not always assess risks to people's health and safety or mitigate them where identified. The management of hygiene and control of diseases failed to protect people from the risk of harm.

Furthermore, information shared with us by the local authority safeguarding team, demonstrated the provider had failed to inform us of accidents and incidents that had occurred in the service. You can find more details of our concerns in the evidence category findings below. The provider informed us after the inspection that staff had been trained in safeguarding procedures.

  2. Caring

    Good

People and their relatives told us they found most staff were caring and they were treated with kindness. However, people’s experiences were not always meaningful or respectful. They did not feel they were treated as individuals and staff focussed on tasks rather than the individual. Some relatives were concerned at the lack of expertise of staff when supporting people who lived with dementia.

  3. Well-led

    No rating

During our assessment of this key question, we identified one breach of the legal requirement in the area of good governance. This related to the governance, maintenance, accuracy and completeness of records relating to care and support people received. You can find more details of our concerns in the evidence category findings below. We received mixed feedback from people, their relatives and staff working at the home about how the service was run.
